The Operation Failed as no Adapter is in the State Permissible for this Operation

I have cable and my internet connection was working one second and the next it wasn't. I tried ipconfig /renew and got the following message: "The operation failed as no adapter is in the state permissible for this operation". I have tried the normal shut down and restart for cable connection and got the same error. Run NIC card diagnostics, card checks OK, network connection OK. Nothing works to fix this, cable company no help, what do you suggest?
