Failure to Completely Boot Up

My computer starts to boot up, but when it gets to the Windows Logo, stops. Restarting sometimes causes Scan Disk to run, but it still stops in the same place during bootup. Also, some times the boot menu screen comes up automatically, but you can't make any choices. It is stuck in the "Safe Mode" choice. When this happens it locks up in this screen. I also tried to get to the BIOS setup but that wouldn't work either, it just continues to boot to the Windows Logo and sit there.
